David Jacobson serves as Chair of the IMI Governing Board and Vice President of Medicaid Strategy and Business Development at Arkansas Blue Cross and Blue Shield. He leads initiatives to transform Medicaid strategy and develop integrated, whole-person care solutions. With over 25 years of national healthcare experience, David specializes in government programs and managed care, excelling in strategic planning, business development, product management, population health, and financial oversight.
Recognized as a change agent, David drives innovative growth, affordability, and improved health outcomes for individuals and communities. His expertise and passion is committed to supporting Medicaid beneficiaries, vulnerable populations, and those with complex health needs. He thrives on collaborating with public-private partnerships to enhance healthcare value for individuals, providers, community organizations, advocates, and government programs.
David holds an MBA from the Peter F. Drucker Graduate Management School at Claremont University and a bachelor’s degree from California State University, Long Beach, with dual majors in marketing and finance. Outside of work, he enjoys adventuring, sports, music, reading, and family time.
