New IMI Resource: Understanding the Complex Medicaid Program
As the Medicaid program continues to be the focus of national and state policy debate, the IMI summer 2017 interns developed a comprehensive Medicaid 101 issue brief to help inform the discussions.
Medicaid is a complex, joint federal and state program. Much of the complexity is due to variation of policies between states including eligibity criteria, covered services, and what specific programs are implemented. While the federal government lays out certain guidelines that all states must follow, each state decides how to meet these requirements differently.
The issue brief focuses on the history of Medicaid, eligibility groups, benefits, waivers, and delivery systems with an overview of fee-for-service (FFS), Managed Care Organizations (MCOs), Accountable Care Organizations (ACOs), and Alternative Benefit Plans (ABPs).
