IMI Appoints Newest Governing Board Members
Washington, DC – The Institute for Medicaid Innovation (IMI) expanded their governing board to welcome the appointment of four new members at its quarterly meeting this month.
Alex Briscoe, MA (he/him); Gail Graham (she/her); David Jacobson, MBA (he/him); and Jimmie Walton Paschall (she/her) joined and participated in the first governing board meeting of the year at the IMI offices in Washington, DC.
Alex Briscoe is a principal at the California Children’s Trust and director at the Public Works Alliance. He previously served as director of the Alameda County Health Care Services Agency, one of California’s largest public health systems. Briscoe’s work has helped design the nexus of public health and public education. A mental health practitioner, he has designed and administered several mental health and physical health programs and services in child serving systems.
Gail Melissa Graham is the director of Mt. Lebanon Baptist Church HIV/AIDS Ministry-Outreach Services, PATIENT professor for the University of Maryland PATIENTS Program, and global representative for the Johns Hopkins University AIDS Clinical Trials Group Network Community Advisory Board, among several other roles. She is an HIV/AIDS activist with several decades of experience and leadership in the space. Prior to her appointment to the governing board, she served as a member of the IMI national advisory board since 2017.
David Jacobson is vice president of Medicaid strategy and business development at Arkansas Blue Cross and Blue Shield. He leads development and execution of transformational solutions for integrated whole-person care with a track record as a change agent to increase affordability and the health of individuals and communities.
Jimmie Walton Paschall is formerly executive vice president at Wells Fargo where she served as head of enterprise diversity & inclusion and strategic philanthropy. She is known for contributing business wisdom and broad, diverse perspectives to help steer decisions and achieve strategic goals. In addition to her role on the governing board, she also chairs the newly created IMI development committee.

These four bring invaluable expertise to IMI as we seek to continue our vision of providing independent, unbiased, nonpartisan information and analysis that informs Medicaid policy and improves the health of the nation,” IMI founding executive director Dr. Jennifer Moore shared.
