Latest MCO Survey Fact Sheet Captures Redetermination Trends

The Institute for Medicaid Innovation’s (IMI’s) final fact sheet in its national Medicaid managed care organization (MCO) redetermination survey series has just been released. The fact sheet captures the trends that emerged during the series of surveys conducted from May 2023 to February 2024.

The survey series, funded by the Robert Wood Johnson Foundation, provides an in-depth view of Medicaid health plans’ responses regarding risk mitigation, disenrollment, and outreach.

This Medicaid MCO redetermination survey fact sheet unveiled the following trends:

  • By the end of the survey series, Medicaid health plans responding to the survey did not realize the significant enrollment losses they predicted. At the beginning of redetermination, 19% of health plans projected that they would lose more than 25% of their enrollment during redetermination. In the most recent survey, none of the health plans reported losing great than 25%.
  • Medicaid health plans used a variety of community outreach strategies to reach people enrolled in Medicaid. The most frequent means of doing so was collaboration with community health centers, followed by partnering with community-based organizations to educate individuals.
  • Respondents identified data as an area in which state Medicaid agencies could have provided more support during the redetermination period. For example, the percentage of plans who noted that states should “improve quality of data shared between state and health plans” remained above 67% throughout the survey period.
